The main aims and objectives for which the Institute of Liver and Biliary Sciences is being established are:
1. Patient Care:
To establish a center of excellence as a National resource facility, an International Institute of Liver and Biliary Sciences which would be a state of the art diagnostic and management facility for patients with various types of liver diseases specially acute and chronic hepatitis, cirrhosis, liver cancer, alcoholic liver disease, ascites, venous and tropical disorders of the liver, gall bladder and biliary diseases, and other rare liver and biliary disorders of children and adults.
To establish an ultra-modern super specialty hospital to provide comprehensive, primarily, medical, surgical, interventional and related facilities under one roof for patients suffering from liver and biliary disorders.
To develop an "Acute Liver Failure Unit", to provide for the most advanced facilities related to acute and chronic liver failure, as a tertiary care unit.
To provide a sophisticated facility for artificial liver support to patients with liver diseases.
To set-up a state of the art "Liver Surgery and Transplant Unit" to provide for adult and pediatric liver transplant services.
To develop facilities of liver cell transplant and other newer modalities.
To set-up advanced facilities for diagnostic and therapeutic endoscopy for liver, gall bladder and biliary diseases.
To set-up a "G.I. bleed Unit", for the emergency management of bleeding in patients with liver diseases.
To establish facilities for the practice of telemedicine.
To serve as the National Core facility for the diagnosis laboratory investigations and management of various bacterial and viral infections of the liver.
To establish a comprehensive 'Viral Hepatitis Cell' for the diagnosis, management and prevention of various types of acute and chronic viral hepatitis, e.g. hepatitis A, B, C, D, E, G and other newer viruses.
To manage all other patients with different types of liver and biliary disorders not covered hereinabove.
To establish all ancillary and incidental facilities required for achieving the objectives of the Institute.
2. Research:
To establish a core facility for research on liver and biliary diseases in the country.
To provide a stand-alone platform for coordinated research for different agencies and researchers from different disciplines from round the country.
To undertake, aid, promote, guide and coordinate research of a high caliber in basic and applied sciences related to liver diseases.
To provide and promote effective linkages on a continuing basis between various scientific and research agencies/laboratories and other organizations working in the country in the field of medicine, surgery, Gastroenterology, Hepatology, endoscopy, Indigenous systems of medicine, virology, molecular biology, community medicine, biotechnology, physiology, pharmacology, Immunology and related clinical and basic science areas.
To carry out research for development of new vaccines and tools for hepatitis viruses and prevention of liver cancer.
To provide consultancy and interact with the industry for development and manufacture of new vaccines and drugs for the management and prevention of liver diseases.
To collaborate with foreign research institutions and laboratories and other international organizations in fields relevant to the objectives of the Institute.
3. Teaching and Training:
To establish a separate discipline of liver diseases and provide for teaching and training at the post-graduate and post-doctoral level in the specialty at the National and International level.
The training shall primarily cover the medical and surgical aspects, the geriatric, adult, pediatric and neonatal liver diseases and allied sciences and basic and molecular specialties.
To initiate a common M.D., Ph.D. program where students shall have the benefit of having clinical and research experience.
To establish affiliation with recognized universities (under graduate/post graduate) and institutions of higher learning both in India and abroad for the purpose of enabling physicians and research scholars to register for post-graduate degrees.
Affiliations from International institutes of liver diseases shall be sought for recognition of work and improvement in the curriculum of training.
To serve as a National Reference Center for Liver and Biliary diseases and to provide consultancy service to medical and paramedical institutions, public health agencies and industry in the country.
To develop the Institute into a deemed university with independent curriculum and degrees.
To institute professorships, other faculty positions, fellowships, research cadre positions and scholarships, etc., for realizing the objectives of the Institute.
To organize post-graduate teaching courses, workshops, liver-surgical training programs, seminars, symposia and training programs of a specialized nature in the field of liver diseases and related areas.
To organize training programs for the technical staff in methods and techniques, related to the objectives of the Institute.
To establish, maintain, manage and administer the hospital, laboratories, workshops, stores and all other facilities for efficient patient care, scientific and technological research in the field of liver and biliary diseases and related areas.
To publish and disseminate information relating to results of new developments and research.
4. To take over the ICMR/DST/WHO or other liver related projects proposed or located in the G.B. Pant Hospital/M.A.M.C. complex with the past or present scientific and research activities, ancillary grants and related research facilities of the investigators and secretary of the Institute.
5. As a long-term plan, the objective is to develop the Institution into fully autonomous self reliant center of excellence of national and international repute.
